Colorado woman sentenced to nearly 23 years for conspiring to distribute large meth quantities in South Dakota

PIERRE, S.D. – A 34-year-old Colorado woman has been sentenced to nearly 23 years in federal prison for her role in a large-scale methamphetamine distribution conspiracy in western and central South Dakota.

Rikki Renee Barrowman, also known as Juree T. Rials, was a key supplier in Denver, providing meth to multiple people who transported it to South Dakota for distribution. The operation moved approximately 65 kilograms of methamphetamine into the region, including the Pine Ridge, Cheyenne River, and Rosebud Sioux Indian Reservations, as well as Rapid City and Pierre. Authorities say firearms were also exchanged as part of the drug trade.

Barrowman was sentenced to 22 years and 11 months in federal prison, followed by five years of supervised release. She was also ordered to pay a $1,000 fine and a $100 special assessment to the Federal Crime Victims Fund.

A federal grand jury indicted Barrowman in Feb. 2024 on charges of conspiracy to distribute a controlled substance. She pleaded guilty on Dec. 5, 2024.
